This text is cited in Fei Changfang's LDSBJ T2034. Despite her overall project to salvage the reputation of Fei Changfang, Storch (2014): 24 ff. acknowledges that this work was a clear "historiographical forgery". In order for it to have really been authored by Liu Xiang 劉向 (79-8 BCE), it would have had to come into existence before any Buddhist texts had been translated into Chinese.
