The Taishō records that this version of the *Vibhāṣā 鞞婆沙論 was translated by *Saṃghabhadra 僧伽跋澄. However, Nishi Giyū 西義雄 points out that Dao’an records the text differently as follows: *Saṃghabhadra arrived in Chang'an 長安 in 382 (Jianyuan 建元 19), with the original of this text in his memory. The text was written down by Dharmanandin 曇無難堤, translated by Buddharakṣa 佛圖羅刹 into Chinese, the translation was written down by Minzhi 敏智, and checked 正義 by Zhao Lang 趙郎. Thus, Nishi maintains that in light of Dao’an's record, Buddharakṣa should be regarded as the translator, not *Saṃghabhadra. Nishi refers to juan 10 of CSZJJ 出三藏記集.
[Note: the actual title to which this note attaches in CSZJJ is 雜阿毘曇毘婆沙十四卷...或云雜阿毘曇心, T2145:55.10b5-6; the correspondence between this and T1547 strikes me as uncertain at best---MR.]

"The translation of the Vibhāṣā of *Śītapāṇi...extant [T1547]...[is] almost certainly...a revised version that Saṃghabhadra produced at Luoyang in 390-391, with the assistance of Saṃghadeva and of the Chinese monk Fahe 法和.” "Although direct evidence is lacking, it seems very likely that Saṃghabhadra collaborated with Saṃghadeva and Fahe's retranslations at least in the case of [T1547]...since he had been the recited of that text in 383."

Palumbo gives a detailed summary of the circumstances of translation of T1547, as reported in Dao'an's preface (20-22). He also separately discusses the revision by Saṅghadeva (61-62).

[Sakaino 1935]  Sakaino Kōyō 境野黄洋. Shina Bukkyō seishi 支那佛教精史. Tokyo: Sakaino Kōyō Hakushi Ikō Kankōkai, 1935. — 753-755

The initial translation of the *Vibhāṣā 鞞婆沙論 (T1547 ascribed to *Saṅghavarman 僧伽跋澄) was completed in Jianyuan 建元 19 (383), but it was far from a full translation of the entire text. *Saṅghadeva and Fahe 法和 re-translated the text. *Saṅghavarman recited 42 topics(? chu 處) out of 44, so two are missing. To demonstrate those points, Sakaino quotes the preface to T1547 by Dao’an, the preface to the *Madhyamāgama 中阿含 T26, GSZ, and the introduction 巻首 to T1547 itself.
